Budget Bill Analysis for FY 2010

 The role of 2010 National Finance is more critical than ever in case for considering the future and potential growth of this nation. The National Assembly's role to deliberate on and approve the budget bill is vital. The administration drew up 2010 budget bill based on total expenditure of 291.8 trillion Korean won increased 2.5% from the total expenditure in fiscal year 2009; The budget bill includes the importance of stimulating economy and financial support for stabilization of people's living. 2010 budget bill, reflecting a road-map of President Lee's administration, focuses on active role of the national finance. However, restoring fiscal soundness of national finance remains as important issue.

The National Assembly Budget Office has published 'Budget bill analysis for FY 2010', to be completed in 7 volumes, with the aim of supporting the Members of National Assembly for the deliberation on 2010 budget bill and fund management plan. The National Assembly Budget Office also published 'Guideline of budget analysis' in the past October, 2009. Additionally, NABO analyzed the budget bill of the fund-based businesses and the central government's ministries under '10 guidelines in coordination of Government expenditure'.

1st volume:
Analysis of economic outlook and revenue estimation calculated by NABO's own model and resource allocation by each factor.

2nd volume [Concerned issues in national finance]
Analysis to prepare the examination of the congress on maximum amount of BTL. (The BTL is to be examined by the congress starting from next year)
Analysis on social security issues and usage of excessive amount of national fund. Especially ten most controversial issues are addressed which lack legal bases or a proper program schedule, therefore, should be discussed in the process of budget deliberation. The rest three volumes cover in-depth analyses on budget and programs by committee.
