Gender Responsive Budget: Understanding and Preparing

Gender-Responsive Budget is the application of gender perspectives within the allocation and implementation process of national budget. Based on the Finance Act in 2006, Gender-Responsive Budget is introduced in Korea and the submission of Gender Budget Statement and Gender Budget Report will be compulsorily introduced in fiscal year 2010. In order to settle the gender budget system down successfully, it is an urgent task for Korea to develop the proper methodology, skills and tools that respond to current national finance system.

Gender Budget Statement has to describe current social and economic situation of each gender and contain reports demonstrating the impacts of programs on men and women. And, it should be related with Performance Management System and be consistent with policy priority. The National Assembly of Korea needs to advance its own institutional capacity to make a positive impact on the budget. In addition, the members and staffs of the National Assembly should have capability to examine the budget based on a gender perspective with the necessary tools.
