Improvement Plan for Fiscal Legislation

This report mainly intends to find out what is the kernel of budgetary issue fiscal legislation, referred as cornerstone of national finance, needs to be institutionally improved in these days when fiscal soundness has been particularly emphasized ever. This effort to make the legislation better will lead an efficient operation of national finance in the future.

  As for taking a step forward, the National Assembly Budget Office (NABO) has conducted research on 18 fiscal legislations including National Finance Act, based on previous analysis and evaluations regarding budget and accounts.

  While NABO had been published this book series in 2008 and 2009, this year’s report especially contains eight opinions for National Finance Act and four opinions for Local Finance Act. Two suggestions also were presented regarding Act on Public-Private Partnership in Infrastructure which includes ‘submission of outcome of proceeding BTL (Build-Transfer-Lease) program to the National Assembly.’ Nine recommendations are introduced relating to other financial laws.

  This report mainly focused on eliminating blind spot of budget deliberation in the National Assembly and strengthening management on budget execution. Therefore, democracy and transparency, soundness of national finance should be restored by preventing budget wastes and keeping people’s property from being misused.
