Appraisal of the Eligibility Assessment of Gyeong-jeon Railway BTL; Focused on the Quantitative Value for Money (VfM) Analysis

In order to lessen financial burden of Korean government, the Eligibility Assessment System of BTL Projects, which compares BTL system with ordinary financial project system in terms of costs and benefits, is in force. The Eligibility Assessment should be effectively carried out for enabling the government to control over excessive projects. In the case of railway construction, it is necessary to conduct the Eligibility Assessment more prudently since there is an argument that BTO would be more effective rather than BTL. Therefore, this appraisal examines the first railroad BTL project, the Eligibility Assessment of Gyeong-jeon Railway BTL.

According to results of the appraisal, there are several problems and possibility of misapplications related to Eligibility Assessment rules. Moreover, Gyeong-jeon Railway BTL would be less economical than the Gyeong-jeon Railway within ordinary financial project system even under the assumption that the Eligibility Assessment rules followed current guide appropriately. Therefore, it is necessary both to make up for the rules of Eligibility Assessment of BTL more accurately and to put the rules into force more strictly.
