isabilities, the demand for vocational training and employment has increased as well. The purpose of this paper is to evaluate the effectiveness of the government vocational training for the disabled and mainstream vocational training program. Vocational training for the disabled refers to training which takes place in institutions for the disabled and where only people with disabilities participate. Mainstream vocational training refers to training where both the disabled and non-disabled participate.

The paper first examines the present status and characteristics of the vocational training program for people with disabilities. Second, the paper compares and evaluates the effect of trainees who participated in vocational training and mainstream training on performance variables such as wage, duration in finding work, job satisfaction level, preference to change jobs. It also compares and evaluates the performance variable of the two vocational training programs by severity of disability. Lastly, political implications to promote the effectiveness and direction of vocational training programs to improve the wage and quality of work for the disabled are derived.

From the effect analysis result, the paper asserts the need to provide vocational training depending on the characteristics of disability. The effects of vocational training differ significantly depending on the characteristics of the disability. Therefore, appropriate type of vocational training must be applied according to the policy objective. And the effects of vocational training for the disabled are more effective than mainstream vocational training. However, mainstream vocational training is appropriate for people with disabilities who can compete with the non-disabled since it offers various training programs, accessibility, and in-depth technique education.

Second, vocational training programs for people with severe disabilities have to be reinforced. The results showed that vocational training for the disabled has a positive effect on people with mild disabilities, whereas mainstream vocational training has a negative effect on people with severe disabilities.

Thirdly, the paper provides implications on methods to increase effectiveness of vocational training of people with severe disabilities.
