Current Issues on the 2008 National Inspection

  Upon the 2008 National Inspection, Program Evaluation Division of the National Assembly Budget Office(NABO) worked on providing timely service on current issues regarding government programs. NABO selected 100 government programs and issues which are categorized into 4 sectors; economic programs, industrial programs, social programs and administrative programs. The programs discussed in this report are selected deliberately by analyzing various sources of information including NABO papers, government program reports, recent inspection results of the Board of Audit and Inspection, academic works and the press.

According to this report, major issues can be generalized into 4 cases. First, some programs were executed without thorough planning, careful examination of social demand and instruments and sources of funding. Rough estimates and planning can lead to excess supply or shortage of social infrastructure and service. Second, several programs were behind their schedule, not working under structural control. Poor progress of government programs is important in that unexpected delay can discourage program effectiveness and VFM(Value for money). Third, some programs in terms of contents and subjects, are similar or overlapped to each other. In other words, in some cases, similar programs have been simultaneously carried out. This is due to lack of cooperation among Ministries or even among departments within a Ministry. This not only lowers efficiency of programs but also causes imbalance among program targets. Forth, performance evaluation system of some government programs was not thorough enough to guarantee high performance level and accountability.
