Program for Military Defense and Military Establishments

This research analyzes both administrative and fiscal policies supporting military establishment which is expected to increase in the near future along with National Defense Innovation 2020 and suggests measures for its systematic improvement. It points out several problems of current military establishment: first, it lacks information system; second, it is difficult to secure a place spacious enough for the program; third, method of the program is so simple that economic efficiency of whole transfer program would be lowered; and fourth, transparency is not able to be guaranteed because the financial funding and defrayment of the program have been not provided in the budget system.

In order to improve these problems, this research provides several suggestions. First, information system concerning to the Program for Military Defense and Military Establishment should be reorganized. Database on national property and Geographic Information System are suggested to be organized. Second, it is also necessary to improve land use planning system on military establishment. Planning system should be divided into three parts: comprehensive plan, maintenance plan, and working plan. Location requirements would be lightened through introducing military districts. Third, the system and methods for the program should be improved. Especially, program system is needed to be extended through replotting and mingling. Fourth, transfer project by donation and land cession should also be covered by current special account on national property management so that its benefits could be appreciated for other transfer projects.
