Evaluation of the National Harbor Development Program

 The national harbor development program is based on the 「Fishing Village and Harbor Act」, and it is a large national project with total cost of 3,604.9 billion won. The national harbor development program was initiated in 1967, and is still an ongoing program in which 2,537.5 billion won has been invested until the year of 2008. Now 110 harbors are designated as the national harbor by the central government.
Recently, the fishing industry suffers from unfavorable situations. The number of fishery ships is decreasing, and the amount of catch is also declining. The number of fishery population is also on the declining trend. Therefore, the national harbor development program puts emphasis on making multi-function harbor exceeding the provision of basic anchoring facilities. The multi-function harbor accounts for adding new functions such as fishery processing, distribution, logistics, sightseeing, and resort entertainment to the safe anchoring function of harbors.
This evaluation report is to review the national harbor development program which occupies the biggest portion in the field of fishery budget focusing on budget operation, development process, performance management.
The evaluation results are as follows: First, there is a reiterative transfer and disuse in the budget implementation process. In addition to this, the government needs to make an effort to remove such inefficiency. Second, demand for harbor development should be predicted accurately before the government designates new national harbors. Third, it is also recommended for the government to consider new way of development, wide-ranged development instead of one-by-one development of harbors.
Fourth, multi-purpose harbor development program needs to be expanded in order to increase welfare of fishing people and utility of urban people.
Fifth, evaluation and feedback system need to be developed to measure the degree of achievement of performance goals.
