Evaluation of the Performance Plan of 2010

The central government submitted the Performance Plan of 2010 to the National Assembly with the budget bill of 2010. The Performance Plan contains mission, vision, yearly performance goal, and performance indicators.
This evaluation report reviewed the Performance Plan of 2010 focusing on whether performance indicators are appropriately represented, framework of the Performance Plan is well established, and 'multi-ministry related programs', and 'total-cost controlled programs' are properly managed or not.
Evaluation results show that the Performance Plan of 2010 is not providing comprehensive and useful information which can be utilized in the budget deliberation because performance plans of main policies are not included in it. In other words, total budget amount of all managing tasks in the Performance Plan of 2010 is only 66% of the total government budget of 2010. Therefore, 34% of the government budget is not deliberated yet in the National Assembly along with the Performance Plan of 2010.
Performance management not to work well is pointed out as another problem. Despite of increase in the number of multi-ministry related programs and annual rise in total cost of 'total-cost controlled programs'.
This evaluation report also points out the necessity of accelerating expenditure restructuring by improving the quality of performance indicators and by enhancing rationality of performance goals.
