NABO Review on Government Expenditure No. 2

 It is one of the most important tasks of the National Assembly to inspect the execution of the budget and to apply the results in budget consideration of the coming year. This research analyzes social insurance and some other major programs, which take a big part of the government expenditure. In the first part, it generally reviews the overall government expenditure in the first half of 2007. Second, this research focuses on financial resources procurement and expenditure of Health Insurance, the National Pension. In the last part, it analyzes government expenditure on National Basic Livelihood Security Program and on Higher Education.

According to this research, health insurance allowance increased 18% in the first half of 2007 compared with 15% in the same period of last year. Moreover, health insurance allowance for the aged sharply increased to 25%. With considering the long-term consequences of the social insurance on national finance, it is necessary to perform effective financial management in order to maintain financial soundness. This research is consisted of six subjects:
