Problems and Its Remedy for Introduction Process of New Transport System

Korean government is making great endeavors to introduce New Transport System in order to activate public transportation. However, transport authorities focus only on Light Rails System(LRS), a lightweight subway system, instead of considering introducing a proper New Transport System that eases traffic congestion.

Transport authorities try to introduce Light Rails System simply because LRS construction costs less. However, if construction cost is calculated per passenger the construction costs would be from 10 to 20 percent higher than those of the Heavy Rails System. As the construction costs per passenger are higher, LRS is more likely to show a deficit. Therefore, if a local government decides to introduce the LRS, it should clarify where the responsibilities for possible deficits lie and prepare solutions for deficit.

The New Transport System program is an extensive scale construction ordered by local governments. Moreover, operating companies could be affiliated organizations of local governments after the construction. These might be causes for introducing LRS unreasonably. Therefore, it is necessary to take these matters considered carefully.
