Analysis of the Expense Limit on the BTL Projects for FY 2012

This report analyzes the expense limit for the 2012 fiscal year and the estimated government payments from 2011 to 2015 on the Build-Transfer-Lease (BTL) projects, in order to support budget deliberation in the National Assembly.

  The expense limit for the 2012 fiscal year amounts to 494.4 billion won (944.4 billion won in case of including local governments’ project). When all agreements are approved up to the expense limit for FY 2012, the government payment is expected to be approximately 2 trillion and 190.1 billion won.

  In this report, the National Assembly Budget Office (NABO) carried out the research based on each facility. According to the results, there are several cases which did not fully consider the appropriate scale of project and some did not carry out in-depth feasibility investigation. Thus, the validity and eligibility on BTL projects need to be strengthened.

  In the results of analyzing the estimated government payments from 2011 to 2015, the total financial burden upon government will amount to 9 trillion and 711.6 billion won when calculation basis is rearranged by including charge of local governments. In addition, the estimated government payment is soared around 46 trillion and 989.2 billion won (including local governments’ share) when it considers all the projects which have entered into their implementation arrangements from 2005 to October 2011.
