Evaluation on Budget Programs of the Financial Services Commission

For the purpose of reinforcing competitiveness of financial services, the financial service commission should efficiently carry out budget programs in addition to well functioning financial system and financial supervisory policy. This report evaluates the validity of the budget programs, the appropriateness of performance information and logical coherence of the budget system, and suggests some improvement plans for the efficient operating budget programs.

  According to evaluation, firstly, ‘Financial Center Building up and Development Program’ requires redesign of business strategy and improvement of human resource management due to its underperformance.

  Secondly, budget adjustment in programs such as ‘Supplementing Interest Difference of Mortgage Loans’ is needed because of redundancy among those programs and insufficient study on the demand.

  Thirdly, alternative performance indicators are presented after pointing out some wrong performance indicators that have too low-level targets, and show irrelevant relationship between indicators and programs.

  Lastly, this report suggests how to change budget system that lacks consistency among programs.
