“Casebook on Bill Cost Estimates 2010,” the seventh release in casebook series since the establishment of the National Assembly Budget Office (NABO), has been published to inform the current status and suggest improvements regarding bill cost estimates. This casebook can be broken into two parts.

  In this casebook, NABO analyzed statistics with cost estimates of the bills introduced by the 17th and 18th National Assembly and those for 2010. Therefore, current status of cost estimates can be easily figured out.

  Bill cost estimate rate has been increased from 21.7 percent of total bills introduced by in the 17th National Assembly to 31.1 percent in 2010. The number of bill cost estimates prepared by NABO has also gradually increased among the total estimates. The rate was 19.6 percent of total cost estimate bill, but especially rose up to 22.8 percent in 2010.

  In 2010, NABO carried out 456 out of 516 cost estimates requested. The average response time was 26.9 days which slightly increased compared to the 22.2 days in 2009. This is due to an increase in the number of requests and NABO’s efforts to deal with as many cases as possible.
