Overall Analysis of FY 2011 Settlement of Accounts

In 2012, the Korean economy is in difficult conditions including the uncertainty of the global economy and the slowdown in domestic economic recovery. Under these circumstances, the demand for governmental welfare spending continues to increase, which poses the challenge of balancing an active role of the public finance and financial soundness.
    The National Assembly’s settlement of accounts is the starting point of enhancing the efficiency and soundness of national finance. To assist the first settlement of accounts during the 19th National Assembly, the National Assembly Budget Office (NABO) published the “Analysis of FY 2011 Settlement of Accounts” series starting in June this year.
    “Overall Analysis of Settlements,” the final volume of the “Analysis of FY 2011 Settlement of Accounts” series (volume 1-16), summarizes the previously published analysis by departments and focus analysis. By providing the summary of the whole series, this report is intended to help the Special Committee on Budget and Accounts's deliberation of settlements.
    Contents for “Overall Analysis of FY 2011 Settlement of Accounts” are as follows.

• analysis on the aggregate amount of national finance
• focus analysis covering 39 subjects, analysis of financial statements, and analysis of settlement from the gender-sensitive perspective
• analysis by departments covering 587 budget programs, each of which consists of current status, problems, and improvement measures
• 480 requests categorized as correction, system reformation, correction and system reformation, and budget related suggestion
