[Final Accounts Analysis Series 5] Summary of FY 2014 Final Accounts Analysis

The National Assembly Budget Office (NABO) published Summary of FY 2014 Final Accounts Analysis which comprehensively summarizes the FY 2014 final accounts analysis series, in order to effectively support standing committees of the National Assembly and the Special Committee on Budget and Accounts with their review of the government's final accounts. 
Part I Top-down Analysis presents a comprehensive overview of what was covered in FY 2014 Final Accounts Analysis for Top-down Budgeting, FY 2014 Final Accounts Analysis for Gender Sensitivity, and Analysis on the Administration's Corrective Actions Upon the National Assembly's Correction Requests of the FY 2013 Final Accounts.
The top-down analysis particularly examines the following: overall FY 2014 fiscal management, new fiscal projects, ad-hoc based businesses, use and diversion of budgets, changes in fund management plans, projects with inactive annual budget execution, misappropriation of budget funds, and extra cash held by funds.
Part II Analysis by Area outlines the main ideas of the FY 2014 Final Accounts Analysis by Ministry for immediate use by the National Assembly members and their aides.  
NABO intensively analyzed 405 projects under the jurisdiction of 51 ministries and agencies overseen by 15 committees. In particular, during the review of FY 2014 budget bills, the Office further examined previously-discussed target businesses so that budgets and final accounts could be aligned. For the convenience of report users, the key points of the area-specific final accounts analyses were sorted out to be incorporated into FY 2014 Final Accounts Analysis by Ministry.
