A Study of Project Evaluation Methodology

  This paper focuses on introduction of project evaluation methodology in order to support evaluators in administration to apply a proper methodology in their work. This paper contains twelve major methods including Experimental Design for Research, Quasi-Experimental Design for Research, Data Envelopment Analysis (DEA), Analytical Hierarchy Process (AHP), Cost-Benefit Analysis, Cost-Effectiveness Analysis, Contingent Valuation Method (CVM), Input-Output Analysis, SERVQUAL Scale Approach, Program Logic Model, Meta Analysis and Meta Evaluation. And it introduces their concepts, backgrounds, basic theories, procedures, application cases, methodological limits and instructions.

As doing the research on the methodology, it is concluded that each method has its own utility and limits at the same time. However, there are more than a few cases where a method is applied just like a cure-all without pertinent understanding of its limits. In these cases, project evaluations cannot satisfy propriety and even draws senseless conclusions. In these contexts, this paper is expected to contribute as followings.

First, scientific evaluation methodology will be applied more actively by informing evaluators of its necessity and utility. Second, this paper helps evaluators draw a persuasive conclusion by recognizing the instructions and limits of each method and applying it to appropriate fields through proper procedure. Third, improving the capabilities of evaluators might not only reduce the dependence on external experts but also enable effective control over outsourcing. Moreover, it enables smooth communication for evaluations among evaluators themselves and with external experts as well. Fourth, this paper helps government to carry out reliable and valid evaluation and eventually to prevent wasting or abusing of budget and to enable effective complement of programs. Fifth, this paper supports regulatory role of the National Assembly by helping Programs Evaluation Division of NABO to evaluate government’s policies and projects.
