Hi-pass system is a Electric Toll Collection System(ETCS) constructed by Korea Expressway Corporation in order to solve traffic congestion problems. In result of evaluation on this system, it is found that Hi-pass systems saves investment price and operating costs of tollgates. However, at the same time, it burdens users with high costs to buy On Board Units(OBU). For example, under current condition, Korea Expressway Corporation may suffer a loss of 69.4 billion won due to its excessive investment. However, if the usage rate of Hi-pass system is increasing, Korea Expressway Corporation would make a profit of 195.7 billion won as investment prices and operating costs is relatively reduced. On the other hand, users should shoulder the expenses of 263.2 billion won.

Such so, it is desired that Korea Expressway Corporation share the benefits of Hi-pass system with the users by subsidizing OBU costs. Moreover, considering Information Communication Technology Development, Korea Expressway Corporation must examine the introduction of a new ETCS which levies lighter burden on users.
