Evaluation on Heating Energy Demand-Management Policy

  In National Energy Plan released in 2008, the government forecasted that increasing rate of energy consumption in household and commercial sector would be relatively higher than other sectors. Energy consumption of industrial sector is partially limited by government’s regulations and natural competition among businesses. On the other hand, there have been fewer chances to discuss energy consumption of household and commercial sector. As there is strong potential for energy efficiency improvement depending on government’s policies over heat isolation level, energy resources’ prices, and infrastructure, evaluation on policy and programs is required.

This paper focuses on energy demand-management policy and program since heating, which is closely related to living, shares more than half of the total energy consumption in household and commercial sector. As the result, program is found valid as energy use efficiency depends on relative prices among energy resources or heating apparatus. However the detailed plan, execution efficiency and achievements leave much to be desired.

Low Carbon Green Growth forms the keynote of Korean government’s environmental policy. Moreover, several existing programs including late-night electric power supply system, low tax rate on anthracite coal, and district heating program should be considered to be abolished or improved as they had been set based on a certain condition which has been already changed due to technology development and changes in policy environment. Within these contexts, it is suggested that the government modify programs whose environment has been changed or whose policy ground has been extinct and prepare detailed management plan for heating energy use requiring additional support.
