An Evaluation of 「Supporting the E-Government Buildup」 Program

  The Republic of Korea government has been carrying out a supporting program for e-government buildup since the year of 2003. This program selects such projects that are hard to be implemented by a government department alone, or need to be connected and integrated between the government and private counterparts, and the government supports those projects to make e-government function more efficiently. However there is a controversy in regard of performance of the program because both positive and negative evaluations exist at the same time.
This program evaluation report analyzes the current situation of the 「Supporting the e-government buildup」 program, and suggests some policy recommendations for improving the program.
Evaluation outcomes are as follows. First, for the purpose of enhancing objectivity and validity of the program selection, there must be explicit program selection criteria during the deliberation process of committee for supporting the e-government buildup in the case of policy project. Also the expectation effect and economic analysis need to be included as selection criteria by complementing the check list of operation plan in the case of public subscription project. Second, it is necessary to improve the methods of performance analysis by constructing the performance analysis and feedback system, providing the information on total demand, and making performance goals more explicit. Third, it is suggested to develop an alternative that needs to be reviewed to utilize the balance coming from bid-balance, interest receipts etc. Finally, it needs to institutionalize the participation of the third party to correct the current incentive system in which it is very hard to secure objectivity and reliability of the program selection and evaluation.
