Alternative Measure and Issue for the agricultural sector in KORUS FTA

    According to world trade environment in recent days, regionalism has been acceler-ated on the basis of Free Trade Agreement (FTA). Starting from FTA with Chile in 2004, Korea concluded FTA with 8 nations or organizations: European Free Trade Association (EFTA), Singapore, ASEAN, India, United State, European Union (EU), and Peru. Besides, 7 negotiations are on their progress with Canada, Mexico, and Gulf Cooperation Council (GCC) etc. As the number of FTA negotiation is on the rise, it has been pointed out that protection and efficient management are re-quired for vulnerable sectors, especially for agricultural sector. There has been more discussion going on since South Korea and U.S. signed an FTA in 2007.

    Government has conducted comprehensive countermeasure to agricultural sector, with 119 trillion won asset. Especially after the FTA settlement, complemen-tary measure took place in which cover up short-term damage, strengthen com-petitiveness by agricultural product, and revamp essential part of Korean agricul-ture. And then, its finance support about 20.4 trillion won was on track.

    This report carries a significant implication as follows, with the aim of review-ing major issues of KORUS FTA and implementing project in an efficient manner.

    Firstly, clarity of expectation should be enhanced as targets for short-term dam-age compensation are selected afterwards.

    Secondly, in case of project for reinforcing competitiveness by agricultural product, mainly proceeding with facility one, software capability is necessary such as education and consulting.

    Thirdly, in terms of comprehensive aspect, complementary measure is needed where in depth economic analysis for effect of falling income, improvement in per-formance management at implementation stage, post management of pending proj-ect.
