    Block Grant Programs of the Regional Development Special Accounts are intro-duced for promoting Regional Development Projects led by local governments in 2010.

    The introduction of Block Grant Programs is expected to help in order to en-courage autonomy of the local governments and to ensure responsibility corre-sponding to given autonomy. However, assessment is required for system design and operation method in the early stages of introducing these Programs in order to minimize trial and error.

    Therefore, this report mainly evaluated Block Grant Programs of the Regional Development Special Accounts especially on program planning, budget allocation process and evaluation system, etc.

    Evaluation results showed the following issues ; Lack of validity in “Daily Living Sphere” development plan, insufficient legal basis on some Block Grant Programs, Inadequate budget allocation process, and Lack of accountability and reliability of evaluation system. Therefore, the government should improve the defect and make a greater effort to carry out Block Grant Programs without a hitch.
