Cost Estimate Regarding a Bill on Salute to Korean War Veterans and Establishing Organization

    The purpose here is to analyze estimated cost of ‘revised law on salute to Korean War veterans and establishing organization’ which was proposed by legislator in March 22, 2010. Korean War veterans indicate the people who took part in Korean War and Vietnam War. This amendment law is expected to revise four articles as follows.

    First of all, in case of death of veterans 65 years old and over, especially taking war veteran benefit, their spouses are those who take over the benefit. Secondly, regardless of age, the spouses of war veterans can be examined by doctor in facilities operated by the nation and local governments. Moreover, spouses of veterans 75 years old and over can receive medical treatment at private hospitals. Thirdly, insti-tutions for the aged which are operated by the central and local government would accommodate and take care of the spouses of war veterans 65 years old and over. Lastly, when the spouses are passed away, subsidies on the funeral cost will be pro-vided to the bereaved.

    As for the way of estimating the cost, following hypotheses are applied. All of war veterans are supposed to be the man, and their spouses should be the woman. Also, age gap between the couple is four years, which the woman should be four years younger than the man.

    As a result of cost estimate for the bill under these assumptions, required budget is estimated to be 399.7 billion Korean won when amendment law goes into effect.
