As the fertility rate in Korea remains at record low levels among OECD
countries, decrease of working age population as well as ageing of labor force
has become a source of serious concern. Currently, the labor input of Korea has
reached its peak level both in terms of quantity and of quality. But it is
expected that beginning with 2016, productivity of the labor force will start to
diminish significantly and working age population will start to drop. In order to
prepare for such changes, there are three policy tasks to be carried out. The
first is to provide family supportive workplace environment for female employees.
The second is to alleviate polarization in wage and employment stability and to
provide further channels through which young people find their first jobs. The
last is to increase the productivity of old employees by providing a variety of
job training opportunities tailored to their job experiences.
