The National Fiscal Management Plan in Korea, medium term plan comprised of five-year time horizon including initial planning year, is operated as foundation of budgeting for next year. This analysis summarizes main contents of the National Fiscal Management and compares it with preceding plans to suggest its implications. The aggregates analysis reviewing the propriety of government expenditure and determinants of resource allocation are also included. Finally, it incorporates institutional arrangements to make National Fiscal Management Plan efficient: the improvement of medium term fiscal projection utilizing Baseline Projection and the introduction of Pre-Budget Consultation with right establishment of resource allocation frame.
