The Government has introduced Performance Plan for Fiscal Year 2009 along with 2009 Budget Bill according to the National Finance Act which was enacted in 2006 in order to improve the fiscal management focusing on performance. On the basis of Performance Plan for Fiscal Year 2009, performance was focused in the deliberation on 2009 Budget Bill.

The National Assembly Budget Office publishes 2009 Government Performance Plan Evaluation in order to support the Members of National Assembly for the deliberation on 2009 Budget Bill and Fiscal Management Plan. This research focuses on how well 2009 Government Performance Plan applies to 2009 Budget Bill.

In results of this 2009 Government Performance Plan Evaluation, it is found that inconsistency between 2009 Government Performance Plan and 2009 Budget Bill is of a high level. Therefore, 2009 Government Performance Plan should be adjusted to apply 2009 Budget Bill to improve the fiscal management focusing on performance.
