Review Report on 2010 National Fiscal Execution

    Government has been conducted early implementation of budget since 2003. In particular, government ran in emergency rescue mode at the beginning of 2009 to overcome economic crisis in an early phase. Therefore, National Assembly Budget Office (NABO) published the report officially titled “Review Report on 2009 Na-tional Fiscal Execution” by operating review group, so as to timely suggest preven-tive and supportive measures for early implementation in terms of National Assem-bly.

    Thanks to the review group for fiscal execution in 2010, NABO examined not only early execution of budget, but also current status of execution in the first half of year among annual sluggish projects pointed in the series report “Analysis of FY 2009 Settlement of Account.” Besides, regarding 16 upper level local government’s programs, we sum up 2011 budget request and item reflected in the budget bill.

    This report which contains performance of review group falls into 3 topics.

    Firstly, in the section of ’current status and analysis of early execution of national finance’, followings are analyzed such as current status of early implementation of budget by year, impact analysis of performance compared to the plan and of early execution, and Japan’s experience.

    Secondly, here in the ‘execution of annual sluggish projects in the first half of 2010,’ with the aim of being used in 2011 budget consideration, we analyzed performance to execute budget for the first half among the annual sluggish projects, which includes direct project by central government and subsidiary project by local government.

    Thirdly, under 2011 major projects by each local government, which central government budget was injected, we arranged 2011 requests and items reflected for most issued projects. Those are mainly managed by the upper level local government.

    ‘Review on National Fiscal Execution’ is differentiated in light of checking the status of budget implementation for this year prior to the budget delibera-tion for the next year.
