Budget Bill Analysis for FY 2013

The 2013 Budget Bill was submitted to the National Assembly on September 25th. According to the bill, Korea's gross income is 373.1 trillion won and gross expenditure is 342.5 trillion won, each of which jumped by 8.6% and 5.3% from the previous year.
    By taking deliberation of budget bill into account as starting point to enhance efficiency and soundness of the national finance, the National Assembly Budget Office (NABO) analyzes the budget bills every year. This year, NABO will publish 11 volumes of the Budget Bill Analysis for FY 2013. In this series, the Budget Bill Analysis is by Department and covers 518 budget programs; the Focus Analysis of Budget Bill, covering 26 subjects, is also provided to support the deliberation of the budget bill by the National Assembly and the general public. The series of the Budget Bill Analysis include all kinds of the budgetary issues and major budget programs.
    Contents for “Budget Bill Analysis for FY 2013” are as follows.
    * Comprehensive Outlook and Analytic Viewpoints of Budget Bill (Ⅰ) explains 2013 basic financial conditions and the main features of 2013 budget bill.
    * Budget Bill Analysis by Department (Ⅱ~Ⅵ), made up of 5 volumes and categorized by the standing committee in charge, shows in-depth research for each budget program..
    * Focus Analysis of Budget Bill (Ⅶ~Ⅸ), comprised of 3 volumes, focuses on the analysis of the pending issues of 2013 budget bill.
    * Analysis of Gender-Sensitive Perspective Budget (Ⅹ) examines how the gender budget statements of gender equality and improvement of gender issues are reflected in individual budget programs.
    * Summary of Budget Bill Analysis (Ⅺ) summarizes the previous reports (Ⅰ~Ⅸ) and suggests the expenditure adjustment.
