[Budget Bill Analysis Series 6] FY 2015 Budget Bill Analysis by Area (Vol. 2)

“FY 2015 Budget Bill Analysis by Area” Volume 2 was published to  help the National Assembly effectively review the budget bills for 2015 in the seven areas of social overhead capital (SOC); agriculture, fisheries, and food; environment; national defense; foreign relations and reunification; public order and safety; and general and local government administration, and it is summarized as follows.
 
In the area of ‘Social Overhead Capital,’ for which 24.4090 trillion won has been earmarked, the report reviews issues in regard to the effectiveness of the SOC safety budget, funding for the construction of local roads and railway maintenance, adequate supply of hinterland around airports and ports, and the need to revamp industrial complexes and enhance the programs to develop regional areas.
 
Regarding the area of ‘Agriculture, Fisheries and Food,’ where 19.2924 trillion won has been earmarked for 2015, the report assesses the need to devise more effective measures to promote rice production, improve programs designed to make agriculture and fisheries industries high value added businesses and develop fisheries resources. It also looks at issues related to business incubation and investment in the forestry industry and lack of  collaboration between the food and agriculture and fisheries industries.    
 
In the ‘Environment’ area, for which a total of 6.7115 trillion won was allocated for 2015, the report assesses issues concerning inefficient supply of tap water due to the aging of water supply facilities and the lack of distribution of environment-friendly cars. It also examines issues arising from insufficient study, discovery and research on biological resources.
 
The budget appropriated for projects under the ‘Defense’ area for 2015 amounts up to 36.8435 trillion won. Of the projects, the report particularly focuses on issues arising from military strengths and equipment maintenance costs and the need to get higher returns from investment in defense-related R&D areas.
 
A total of 4.5056 trillion won has been allocated for ‘Foreign Relations and Reunification’ projects for 2015. Issues of consideration include the need to improve returns on investment in ODA projects as well as the need to improve programs to help North Korean refugees settle in society.
 
In the area of ‘Public Order and Safety,’ where a total budget of 16.9053 trillion won was set aside for 2015, the report focuses on issues related to reinforced measures to prevent repeated crimes by juveniles,  cross-agency cooperation to prevent traffic crimes, and natural disaster prevention plans.
 
For the area of ‘General and Local Government Administration,’ which has an annual budget of 59.2151 trillion won allocated for 2015, the report assesses the need to address the reduced government subsidies to local governments. It also analyzes issues related to the promotion of data sharing  between the public and private sectors and problems regarding personal information protection.
