[Budget Bill Analysis Series 8] Analysis of the FY 2015 Gender Sensitive Budget

NABO published “Analysis of the FY 2015 Gender Sensitive Budget” after reviewing the budget bills that had been submitted to the National Assembly for projects on gender perception (i.e., 343 projects to be conducted by 42 government departments with a total budget of 26.626 trillion won) in the form of an attached document to the government’s general budget bill.
 
Items covered by this report include an overview of the gender sensitive budgeting system, status of gender sensitive budgets, analysis of key government departments, and areas for improvement in budget management etc. The overview of the gender sensitive budgeting system covers its definition, legal grounds, operations process, progress so far, and items included in the gender sensitive budget that the government submits to the National Assembly.

In the status of the gender sensitive budget, the report looks at the number of gender sensitive budget programs and their budget size each year since 2010 when the gender sensitive budget was first adopted until this year. It also conducts a department-level analysis on the number of the programs, the budget's size and percentage of the gender sensitive budget against each department's total budget. 
 
The Budget Bill Analysis by Ministry looks into programs implemented by 19 key government’s departments out of a total of 42. They were categorized into projects that showed superb performance in ensuring gender equality, those that require improvement, those that have issues involving their beneficiaries and legitimacy of their goals, and those that need improved implementation. It also points out how the gender sensitive budgets are currently implemented in a uniform manner and suggests that each department manage its budget in a way that reflects its role and nature.
 
Finally, as a measure to ensure effective management of the budget, the report recommends that the government as a whole set a national goal for gender equality and establish a mid-term fiscal plan. It also emphasizes the importance of relevant ministries’ roles; the Ministry of Strategy and Finance to orchestrate plans and the Ministry of Gender Equality and Family to play more active roles. It is also suggested that a systematic process to bring about practical changes and reflect the aspects of gender equality into the budgeting process be introduced.        .
