2016 Gender Sensitive Budget Analysis - [Budget Bill Analysis Series Ⅲ]
The 2016 Gender Budget Analysis compiles the findings of the analysis of gender responsive budgets (totaling KRW27,760.2 billion covering 332 projects from 43 national government ministries and bodies) submitted to the National Assembly in the form of annexes to the government budget bill.
Items within the report include the overview of the gender budgeting initiative, the status of 2016 gender budgets, the assessment of how the results of the FY2014 final accounts analysis for gender responsiveness have been incorporated, and a review of the training on how to write gender responsive budgets.
The report examines 2016 gender budgets prepared by 17 key ministries in three categories: gender-specific benefits, performance goals and measures for gender sensitivity, and the appropriateness of project selections. The key findings include: that the benefits to each gender should be thoroughly analyzed; that efforts are required to resolve a mismatch between gender equality goals and performance goals and measures for gender responsiveness; and that there remains a lack of consistent criteria for the selection of gender responsive projects.
The review of the incorporation of the findings of the FY2014 final accounts analysis into the budget revealed that issues found in the 2014 analysis for gender sensitivity were improved in the budget. Out of 24 projects with issues, 12 had their performance goals adjusted or revised, four made adjustments to project targets based on the reassessment of gender-specific benefits, incorporating a gender equality perspective, and two were included as gender responsive projects.
On the topic of the training for gender budget writing, the report suggests, based on the findings of a survey on training attendance and the preparation of the 2016 gender budget, that solid training and consulting services are required for those handling gender responsive projects in each ministry to better communicate what gender budgeting is and how to analyze gender sensitive projects.
