For the purpose, this review report has two parts: the first part analyzes the necessity of the First Revised Supplementary Budget Bill and its expected economic recovery effects; the second part reviews the adequacy of expenditure plans in line with the government's goals such as the stabilization of low-income group livelihood, job-creation, support for small and medium enterprises, recovery of a local economy, and the activation of green industry growth.

By using both macro and micro analysis, the report provides useful information not only about problems embedded in the compilation of the Revised Supplementary Budget Bill, but also some alternatives to increase its financial soundness
