Analysis of FY 2008 Final Accounts of Revenues and Expenditures

 In the wake of the global financial crisis, the year 2008 witnessed soaring prices of oil and raw materials in the international markets along with rising exchange rates, which led to economic recession calling for a supplementary budget. In this context, analysis of FY 2008 final accounts is very significant when executing the 2009 budget.

The book is composed of 5 volumes. The contents of main parts include ‘illegal and unfair implementation’, ‘poor performance’, ‘over / under budgeting’, ‘repeated or similar projects’, ‘use of budget outside of it’s purpose’, and ‘insufficiency of legal base.’

The concerned issues are well reflected through the topics and subtopics under their subjects. In each topic, comments and reactions of the parliament are presented specifically.

Additionally, soundness of national finance is assessed through the in-depth analysis of revenues. The outcome of analysis on inefficiently-managed elements of the FY2008 finance such as support towards public institutes and expenditure of the current accounts will be reflected in FY2010 budget.

The 1st volume [Analysis of Central Issues] includes ‘appropriateness of change in fund management plan’ and ‘efficiency and healthiness of local finance’. The volumes 2 through 4 focus on each of its' specific projects allocated to the ministry and office concerned of each committee.
