The FY 2012 Final Accounts Analysis by Area, Volume II presents our findings in seven areas?education, culture/sports/tourism, environment, national defense, foreign relations and unification, public order and security, and general public administration.

In the area of education, where the budget executed totaled 45.26 trillion won in 2012, issues were raised regarding the adequacy of the size of grants for regional education, the eligibility requirements for the general grant, the adequacy of the special grant program, and the national scholarship scheme. 

In the area of culture/sports/tourism, a total of 4.48 trillion won was executed in 2012, with an annual average growth rate of 8.7% in the last five years. Recommendations were made to improve the policy to promote Korean Wave abroad, to reform the way international sporting events are managed, and to revise regulations on the distribution of proceeds from sports betting to associations hosting the sporting events.    

In the area of environment, where 5.77 trillion won was executed in 2012, we proposed that reform is needed in the way the air pollution management program is run, priorities must be established among different waste management policies, and the way water supply and drainage services are operated must be improved. 

In the area of national defense, where the budget executed totaled 31.99 trillion won, we analyzed the rise in personnel expenses resulting from a restructuring of army personnel and pointed to the need to improve the way military facilities are managed. 

In the area of foreign relations and unification, where an amount of 2.98 trillion won was executed in 2012, issues were raised regarding the stable implementation of inter-Korean cooperation programs and North Korean refugee settlement support programs. 

In the area of public order and security, a total of 15.31 trillion won was executed in 2012. We suggested that the program to improve legal services for minority groups should be revisited, more protection should be instituted for crime victims, and a rigorous performance management of R&D programs for fire prevention and extinction is needed. 

In the area of general public administration, where a total of 54.53 trillion won was executed, we analyzed how the two major elections (presidential and general elections) and voting by Korean expats were managed, and the increased financial burden on local governments to match funding from the state.
