[Final Accounts Analysis Series 11] FY 2012 Gender-Sensitive Final Accounts Analysis

The FY 2012 Gender-Sensitive Final Accounts Analysis published by the National Assembly Budget Office offers an analysis of the gender-sensitive final accounts of the government. These final accounts, which were submitted to the National Assembly in the form of an appendix to the government’s final accounts, relate to 254 programs of 34 ministries and government agencies and represent a total of 11.43 trillion won. 

Our findings show that 221 of 311 performance goals, or 71.1%, were achieved. At 85.4%, the Ministry of Gender Equality & Family had a comparatively higher achievement rate, while at 58.3%, the Ministry of Labor and Employment recorded a low rate. The report addresses the low performance record by analyzing what factors affect the achievement of gender-sensitive performance goals and concludes that greater effort is needed to improve performance in line with the purpose of gender-sensitive budgeting.

The report points out that the way the budget and final accounts are prepared makes it structurally difficult to reflect gender-sensitive perspectives in a systematic way. It proposes that the National Finance Operation Plan should include, in the Funding Directions section, gender gap issues, gender equality goals to raise women’s status and roles, and funding directions in support of the goals.

The report provides an analysis of why gender-sensitive programs are concentrated to certain ministries and cites the need to expand program size. It recommends more feedback on gender-sensitive budgeting during final accounts analysis and proposes the installation of a special division within the Ministry of Gender Equality & Family to ensure that gender-sensitive budgeting is effectively established.
