[Final Accounts Analysis Series 8] FY 2013 Final Accounts Analysis by Area: Volume Ⅱ

FY 2013 Final Accounts Analysis by Area: Volume II was published to effectively support the National Assembly with its review of the FY 2013 final accounts of SOC; agriculture, forestry, fisheries, and food; defense; diplomacy and unification; public order and safety; and general local public administration. Its main contents are as follows:   
The spending on SOC in 2013 was KRW 23.2317 trillion. The report analyzed safety issues including the increase in the budget for road management and railway maintenance, improvement in the fiscal condition of urban railways, and the systematic improvement of rivers nationwide; the appropriate pricing of tolls for roads constructed by the private sector; and the need to establish basic plans for constructing ports.

The spending on agriculture ,forestry, fisheries, and food in 2013 totaled KRW 17.8476 trillion. The report cited the decrease and stagnation in farm income and the economic polarization, the need to improve the efficiency of distribution in mountain regions, the need to raise incomes in the forestry industry, and the need to strengthen the food industry and agricultural and fishery industries. Total defense spending in 2013 was KRW 32.7988 trillion. The report analyzed fiscal requirements for military reform and maintenance of current military forces, fiscal resource allocation for logistics support programs, appropriate management of the costs of maintaining military forces, and improvement of the efficiency in R&D for defense.

The spending on diplomacy and unification in 2013 was KRW 3.1 trillion. The report analyzed the fiscal structure of the Inter-Korean Cooperation Fund and found the needs to improve the projects to support North Korean defectors' settlement in South Korea and to improve the performance of official development assistance (ODA).

The spending on public order and safety in 2013 was KRW 15.1853 trillion. The report analyzed the system and performance of crime prevention activities and the effectiveness of disaster prevention activities. 

For general local public administration, the budget spending was KRW 57.1146 trillion. The report found the needs to expand the arbitrary tax system for local taxes and to improve the general grant tax system, reduce government subsidies for local governments and increase their general sources of revenue, and improve the public data sharing project and the big data project.
