FY 2013 Final Accounts Analysis by Ministry: Volume II was published to effectively support the Science, ICT, Future Planning, Broadcasting & Communications Committee; the Education, Culture, Sports & Tourism Committee; and the Foreign Affairs and Unification Committee of the National Assembly with their review of the FY 2013 final accounts of ministries and agencies under their jurisdiction. This report analyzes in detail final accounts for major projects of each ministry and agency as follows:
Regarding the ministries and agencies overseen by the Science, ICT, Future Planning, Broadcasting & Communications Committee, this report identified the need for the Ministry of Science, ICT and Future Planning to more rigorously hold researchers accountable for voluntary suspensions of research, to rectify poor budget execution due to delays in the administrative process for the construction of an international science business belt, and to use consistent expenditure items in the budget for the safety of laboratories of the Korea Aerospace Research Institute. Moreover, the report pointed out that the Korea Communication Commission needs to build new community media centers after thorough preparation and improve the way that its operation is subsidized, and that the Nuclear Safety and Security Commission has not established statutory plans on research and development for nuclear safety.

In the case of the ministries and agencies overseen by the Education, Culture, Sports & Tourism Committee, the following problems were found for the Ministry Education: discussion on the allocation of funds commenced only after a budget had been drawn up in the resource management system for national universities, with the result that not all of the budget was used; that incentives were paid to faculty members of national universities without good reason; and that in the category of humanities and social science, a better way to support general researchers with development of their theses needs to be found. For the Ministry of Culture, Sports and Tourism, the report pointed out that budgetary execution made little progress due to inadequate planning for the creation of the Eco-Peace Belt on the Korean Peninsula; that projects to facilitate streamlining of the statutory licensing system need to be improved to better support promotion of IPR business; and content for nighttime users needs to be developed for projects to expand citizens' rights to enjoy culture.

In the case of ministries overseen by the Foreign Affairs and Unification Committee, for the Ministry of Foreign Affairs, it was found that the Management of the National Funds Act should be more closely observed when executing the budget for projects to strengthen exchange and cooperation with ASEAN and South Asian-Pacific countries; and that the global poverty eradication contributions need to be included in public finance. For the Ministry of Unification, it was pointed out that efforts need to be made to avoid redundancy in projects to establish a foundation for unification in the international community.
