NABO Review on Government Expenditure No. 3

It is one of the most important tasks of the National Assembly to inspect budget executions and to apply the results in budget consideration of the coming year. This research analyzes the trend of government expenditure. In the first part, it generally reviews the overall government expenditure in the first half of 2008. Second, this research examines expenditure on government subsidized Basic Old-age Pension program at the local government level. In the last part, it analyzes expenditures on the public projects which have low execution rates and their causes.

According to this research, the overall budget execution rate in the first half of 2008 was 95.4%. The rate was 5.1 percentage points lower than that in the same period of last year. Thus government should better monitor budget executions and periodically inform the National Assembly about them.

On the other hand, the analysis of Basic Old-age Pension Plan program shows that although differential subsidy scheme was introduced, some local governments with a large demand for welfare service and a weak financial status suffered financial hardship more than before the new scheme started. The analysis suggests that the differential subsidies should be improved for the purpose of reflecting on the budgetary burdens on local governments.
