Evaluation of Comprehensive Countermeasure Against the Climatic Change Convention f

 Nobel Peace Price winners for year 2007 were Al Gore, the former US vice-president, and Intergovernmental Panel on Climate Change(IPCC). As it is obviously shown from this, the climatic change was one of the most controversial agenda in various international conferences during this year. The Climatic Change Convention has called on the industrialized countries to reduce greenhouse gases emission. However, cuts and reductions of greenhouse gases emission for developing countries are supposed to be discussed from this December to the end of 2009. Therefore, next a couple of year will be a critical point for Korea within climate change negotiation.

Korean government has started responding climatic change convention since 1998 and is now carrying on the third comprehensive countermeasure against the climatic change convention of 15.7 trillion won. This research evaluates the system and results of comprehensive countermeasure against the climatic change convention focusing on the third comprehensive countermeasure. According to the research, it takes little weight on setting foundation of the negotiation compared to abating greenhousegas. Moreover, the government offers financial support excessively on greenhouse reduction in industrial sector. On the other hand, domestic energy polices are not sufficient which deal with transportation sector, in which energy consumption is supposed to increase, household and commercial sector.


Furthermore, there are only six projects out of 44 greenhousegas abatement projects which are systemically managed the performance records. These problems have been caused because the third comprehensive countermeasure simply includes all projects that have already been carried out but were not effective without having long-term vision and specific strategies.

Therefore, the fourth comprehensive countermeasure against the Climatic Change Convention should suggest long-term road map and vision for reduction of greenhouse gases and guide changes in economic structure. It should also be able to execute performance management of each project. It is also important to strengthen competitive power of Korean industries against climate change and increase latent amount of greenhouse gases reduction through research and development.
