Evaluation of Grant Aid Program for BTO

  Ministry of Land, Transport and Maritime Affairs(MLTM) announced that the execution agreements of three BTO Projects, such as Pyungtack-Siheng highway, Incheon-Gimpo highway, Anyang-Sungnam highway, were contracted and that the three BTO Project constructions would begin in 2007. However, the constructions of both Incheon-Gimpo highway and Anyang-Sungnam highway have not been launched yet. Pyungtack-Siheng Highway Project financing agreement did not yet be contracted.

This paper focuses on what the obstacles and alternatives would be to make ongoing government program to propel BTO projects without a hitch. The results of program evaluation are as followed. First, the abolition of MRG(minimum revenue guarantee) for BTO project put BTO project to annoyance. In addition, grant aid program for BTO has not been improved, in spite of the abolition of MRG for BTO project. In this context, policy recommendations would be suggested. First of all, grant aid program for BTO should increase grant-aid. Second, as the increase of grant-aid, revenue and Toll of BTO highway is necessary to be lowered.
