Government is carrying out the national IT program by injecting the budget which amounts to 3 trillion and 367 billion won in 2010 and has invested in national IT program for more than 20 years with aim of achieving knowledge informatization and strengthening the quality of citizens. Consequently, according to the interna-tional evaluations, the level of informatization in Korea was reached up to a reason-able point.
However, in the evaluation partially conducted regarding the national IT pro-gram, some matters has been pointed out such as overlapping investment, low rate of utilization of website, and low investment on information security as the prob-lems of national IT program. In this regard this report identifies the drawbacks of national IT program and makes the recommendations for improvement. This re-port should be differentiated into basic evaluation in line with assessing plan, imple-mentation, performance procedures and into actual test on government website
Evaluation outcomes are presented as follows: the problems of the national IT program such as insufficient review on validity and demand of the program, over-lapping investment, diversion of budget to other purpose, low rate of satisfaction and awareness to information services, low rate of website utilization, diversified information security systems are identified, so that recommendations for improv-ing the program are suggested in this report.
First, it is necessary to reflect the review of presidential council on information society on IT program plan into the budget process by organizing the institutional arrangement. Secondly, provisions relating to diversion of budget to other purpose in guideline of budget implementation needs to be corrected. Thirdly government needs to find out alternatives to enhance degree of satisfaction, awareness, and uti-lization of government website. Especially for scrutinizing degree of utilization of government website and conducting works of consolidation and abolishment of similar and overlapping website continuously. Lastly it is necessary to revise and modify the law and management system relating to information security.
