Achievement and Improvement of Youth Employment Policy

    7.0 percent of youth unemployment rate in October 2010 is nearly double compared with unemployment rate of the entire age group. In addition, because youth acces-sion rate is at the lowest level of 39.5 percent, there is a general concern about profit-able growth of our economy.

    This report, the sixth publication of Task Force (TF) team for job creation policy of NABO, analyzed whether the government’s youth jobs policy had responded ap-propriately to causes of the youth unemployment.

    Government’s youth unemployment policy appeared in the mid of the econom-ic structure’s conversion to “Jobless Growth” system, but the government measures had been focused on effect limited short-term programs, supply-side and infra-structure related businesses.

    In the future, youth unemployment policy should intensify industrial policy approach to promote labor market entry and measures for under-college group. Moreover, to effectively tackle the problem of youth unemployment on a limited budget, business counseling, job training, job placement and employment service program have to be unified so that government measures provide comprehensive integrated prescription.
