2016 Government Performance Plan Evaluation

  The National Assembly Budget Office evaluated the current status of performance management and the 2016 performance plan of major government agencies to support performance-oriented budget plan deliberation as the government submitted the 2016 budget plan to the National Assembly. In consideration of the scale of fiscal projects and whether the respective agencies carry out national projects, 13 major government agencies were selected and a comprehensive evaluation on the current status of their performance management was conducted, while meta evaluation was performed on major performance management systems of the government.

  The evaluation on the performance management system found diverse issues including a lack of credibility in performance information and a lack of linkage between the performance evaluation results and budget plan preparation, etc. The evaluation on the three major fiscal program performance management systems found that there are issues including low credibility of performance information and a lack of linkage between performance and budget information, and improvement initiatives for system operation including the improvement of consistency in the evaluation system and the improvement of evaluation indicators, etc. were presented based on the meta evaluation for the fund operation evaluation, fund retainment evaluation and national subsidy program operation evaluation.

  The evaluation results on performance management status by government agency found issues including insufficient performance, a lack of linkage with budget, a lack of consistency in performance evaluation within the government, the gap between performance evaluation by the government and by external institutions and the need for improving the performance evaluation system, etc. Diverse performance evaluation systems including the 2014 performance report by each of the 13 agencies, autonomous evaluations on fiscal programs in 2012~2014, the evaluation of national subsidy program operation and evaluation on fund operation/retainment were analyzed comprehensively, and based on the results, four categories of issues regarding performance management status were presented. 

  The evaluation on the 2016 government performance plan found diverse problems and improvement issues including the exclusion of performance management on fiscal programs, a lack of linkage among performance targets and a lack of  representativeness of performance indicators/validity of calculation grounds/result-orientedness, and the need to raise performance targets and have new performance indicators, etc.
