The current economic crisis puts emphasis on a growing role of national finance. Therefore, revision of laws governing the national finance to fit the current situation is exceedingly necessary in order to improve efficiency and reduce the wasteful expenditure within the budget.
For this purpose, the NABO identified 26 items needed to be revised, including 'national finance law' through its work.

The report was published as the second edition after its first publication in 2008. The following is revision acts requested by NABO:

- 7 suggestions to 'national finance law' including 'designation of programs for exemption of the preliminary feasibility study'

- 5 suggestions to 'subsidy budget and management' including 'introduction of performance assessment for subsidised programs'

- 3 suggestions to 'national assembly law' including 'assessment of impact on local finance'

- 11 suggestions to 'public offices operation law' including 'early submission of final accounts of revenues and expenditures to the NA'. Revisions of acts aim at improving effectiveness of national finance through preparing a plan to efficiently react on increasing financial demand for subsidized programs, easing financial burden on local finance and enabling the NA to better review the budgets of public institutions which account for the lion's share of the national budget.
