The State of Fiscal Information Disclosure and the Method of Improvement

    Opening fiscal information transparently to the public and the National Assembly is an essential ingredient for fiscal democracy. By injecting over 117.8 billion won on the basis of the budget from 2005 to 2010, the executive branch has developed and managed the ‘Digital Budget & Accounting System’ (dBrain) to support the fiscal management system and induce the transparency of fiscal information.

    The present report examines current status of the executive’s fiscal information disclosure to the public and the National Assembly, and then evaluates the dbrain management as well as the level of information sharing with the assembly. As a re-sult, the report identifies the need for more information sharing of the statistical analysis system within dbrain and recommends that the executive branch should write a midyear report in accordance to the code of good practices on fiscal trans-parency from International Monetary Fund (IMF) and also submit monthly budget implementation report to the National Assembly.
