Evaluation of Official Development Assistance Program(ODA)

    Recently on the basis of MDGs (Millennium Development Goals) and the Paris Declaration, ODA (Official Development Assistance) is going to be an important issue around the world. Korea has sought to provide more and better development assistance, commensurate with its economic standing and significance in global affairs.

    As a result, size of Korea’s ODA has steadily increased and the ODA act was enacted in Korea. Furthermore the Korean government decided to join the OECD-DAC (Development Assistance Committee) in 2010. However, a few problems have been pointed out with regard to program effectiveness and implementation system.

    This evaluation report analyzes ODA programs carried by 32 agencies such as government ministries and upper level local government, mainly focusing on the appropriateness, efficiency and effectiveness. The results of this evaluation are as follows.

    First, the size of ODA needs to be increased as much as DAC members expect, especially in grant and untied aid.

    Secondly, ODA commitments from Korea primarily go to the Asia region al-though we placed top priority on the contribution to Africa and LDCs (Least Devel-opment Countries).

    Third, the Korean development co-operation system is fragmented, with four main actors (MOFAT, MOSF, KOICA and EDCF) and around 30 other ministries, agencies and municipalities. by implementing respective supports for each partner country, it could bring about duplication problem due to weak cooperation within the system. Therefore it is critical to consolidate many individual aid programs into the MOFAT (ministry of Foreign Affairs and Trade) under an overall strategy at the national level.

    Fourth, Committee for International Development Cooperation should make efforts on effective adjustment and discussion among agencies. Fifth, detailed and actual data of ODA program is vital for more efficient monitoring. Finally it is es-sential to build-up public awareness to bring agreement with ODA programs.
