Evaluation of 2012 Government Performance Plan: Main Issues Analysis and General Assessment

    Government submitted ‘2012 government performance plan’ along with budget bill which amounts to 326.1 trillion won to the National Assembly. Efficient fiscal management is necessary for meeting policy goals, at the same time for maintaining fiscal soundness. In particular, regarding National Assembly’s deliberation of budget bill or settlement of account, performance-based budget is so significant that this report points out some problems of 2012 government performance plan to assist such legislative activity.
    Even though government performance plan is much improved owing to reflection of national assembly's proposals, it is still much needed to be supplemented in order to be utilized in the national assembly's budget deliberation. This report analyzed performance plans of 49 ministries and agencies, and pointed out some problems with improvement suggestions.
    Evaluation results are as follow; first of all, programs that show yearly low budget execution rate and low performance need to be deliberated and reviewed intensively for the enhancement of fiscal effectiveness. Secondly, performance goals need to be set correctly for the right performance management. Thirdly, it is recommended to revise some performance indicators that are lacking validity and representation.
