    The National Finance Act is to provide sound fiscal management and ensure transparency of the state’s budget along with new fiscal circumstances. This act includes matters concerning principles of fiscal management, budget compilation and execution, national debt and performance management, and sound fiscal operation. This has been amended 39 times (as of March, 2012) since it was first enacted as Act No. 8050 on October 4th of 2006.
    Understanding and Practice of the National Finance Act was designated to explain each clause in this act based on NABO’s experience with analysis and evaluation of budget, settlement of accounts, and fund operations. This book is divided into 2 parts and 9 chapters. The first part deals with the legal framework of the state’s budget and its history. The second part presents an in-depth explanation of each of the 106 clauses of the National Finance Act in chronological order, and includes each clause’s purpose and history, related international cases, and current status. The Constitution, the National Assembly Act, and the National Finance Act are also included as appendices.
