Government has constantly carried out its disaster recovery program to reduce national damage, and it has established a comprehensive disaster response system in order to prevent negative effects such as budget abuse and confusion. However, despite all of these efforts, natural disaster restoration has been inefficiently conducted. Accordingly, it is time to overhaul the inclusive disaster response system.
In this report, NABO tried to figure out the overall status of the disaster recovery program by investigating the restoration management of 15 agencies, recovery progress in the previous year, and then make improvements to the plan.
According to NABO’s evaluation, some municipal governments remain sluggish in preparation for the upcoming deadline for restoration. Since the National Emergency Management Agency (NEMA) neglected its management, it is highly likely to suffer future damage in case of unfinished restoration. Moreover, improvement is needed because restoration status was not reported to residents in a timely manner, and there has also been a low budget execution rate.
