2009 - Analysis of Collateral Law of Budget

  The result of Collateral law of Budget (appropriations law) passed by the 18th congress and its related facts are the following.

- In case of 57 draft proposals (either passed as the original or after amended); Attachment of documents of reason for non-attached is rated as 66.6%

- In case of a draft proposal, which were passed as alternative plans; Attachment of documents of reason for non-attachment is rated as 73.3%
Additionally, it came up with different amount between draft proposal cost estimates and 2009 budget proposal and also with the final draft amount.



- In order to lead to a balanced budget, system of bill costs estimates needs to be improved such as minimizing documents of reason for non-attachment and re-analyzing the cost estimates followed by amendment along with the attachment of documentary support for bill costs when in proceeding bill examination.
